I have a schengen visa from germany embassy in Riyadh for 3years but I would like to go to budapest first

Please we need your advice my son need visa to study at Hungary for pre Medical (McDaniel college Budapest)and he have acceptation from McDaniel college Budapest, he have all required document need to visa. He will be attend in Budapest on 20 September 2016 and study start on 27 September 2016.
My son have Schengen visa because he will travel with my family from July 12,2016 up to Aug09,2016 to praise for tourism, do we need to have a Hungary visa too or not? if yes when can he submitting for Hungary visa now before he travel to praise (travel to praise July 12,2016) or after (arrived from praise Aug09,2016).
